Parliament Approves $300 Million World Bank Loan for SHS Infrastructure | Discuss Ghana

Parliament has approved a $300 million World Bank financing agreement under the Secondary Education Transformation for Access, Relevance, and Results for Jobs (STARR-J) Project to fund critical infrastructure developments in Senior High Schools (SHSs) nationwide.

The government facility aims to address acute classroom shortages, expand boarding facilities, and modernize science and TVET laboratories across nearly 1,000 public secondary institutions. Officials note that this targeted infrastructure expansion will significantly ease congestion and support the Ministry of Education's roadmap to fully eliminate the double-track system in secondary schools by 2027.
