Full Funding for Accra–Kumasi Expressway to Be Ready by Year-End Without External Borrowing | Discuss Ghana

Minister for Government Communications Felix Kwakye Ofosu and Minister for Finance Dr. Cassiel Ato Forson have announced that full financing for the transformational 176-kilometer Accra–Kumasi Expressway will be secured by the end of 2026 without relying on foreign loans.

The updates follow major progress by the Ghana Armed Forces (GAF) Engineers, who have cleared 170 km of the 176 km corridor, leaving just 6 km to complete ahead of main construction.

Funding & Fiscal Framework:

Zero External Borrowing: Finance Minister Dr. Cassiel Ato Forson confirmed that the multi-billion dollar project is being funded entirely through domestically generated revenue under the government's Big Push Infrastructure Programme, marking a historical milestone for state-funded mega-projects.

Ring-Fenced Reserves: A total of US$1.7 billion has already been deposited into a dedicated, ring-fenced account at the Bank of Ghana awaiting final contract awards and ground-breaking ceremonies.

Project Scope & Military Engineering Support:

Dual Carriage Infrastructure: The six-lane bidirectional expressway is designed to reduce travel times between Accra and Kumasi to approximately two hours while alleviating congestion on the existing transit corridor.

Military Clearing Operations: Deployed military engineering units have pushed through challenging terrain, clearing over 96% of the 120-meter-wide right-of-way corridor.
