Taking center stage at the United Nations seat in Europe, President John Dramani Mahama delivered a powerful, boundary-pushing keynote address today, Monday, May 18, 2026, at the opening of the 79th World Health Assembly (WHA) in Geneva, Switzerland.
Speaking before health ministers, diplomats, and global leaders from the 194 WHO member states, President Mahama took direct aim at the devastating domestic impact of recent international aid cuts. He issued a stirring battle cry for the Global South to aggressively transition toward absolute "health sovereignty."
The Heavy Cost of Slashed Aid
Framing his speech around the harsh realities currently facing developing economies, President Mahama disclosed that international health assistance has plummeted by roughly 40% globally since the COVID-19 pandemic.
He explicitly laid bare the financial damage these funding shocks have dealt to West Africa:
The $78 Million Deficit: The President revealed that Ghana has lost approximately $78 million directly following the United States government’s sweeping suspension of select foreign development and USAID assistance packages to African countries.
The Impending Poverty Spike: Citing alarming regional projections, Mahama warned that the broader fallout from these aggressive USAID cuts could push an estimated 5.7 million Africans into extreme poverty by the end of 2026.
The PEPFAR Crisis: He also pointed to severe treatment continuity crises across the continent, highlighting that 1.8 million people living with HIV in South Africa are facing terrifying medication uncertainty due to the ongoing freeze of US PEPFAR funding.
"We Do Not Come to Geneva to Mourn"
Despite painting a grim picture of declining global solidarity, President Mahama explicitly urged the assembly to pivot away from despair, urging delegates to view the current crisis as a necessary wake-up call to end foreign charity dependence.
"We have more global health organizations than ever, and yet country-level fragmentation has worsened," Mahama stated bluntly. "We do not come to Geneva to mourn the past. We come to build a future where a country's health is not a byproduct of charity, but the result of sovereign capability."
He urged African leaders to accept the heavy internal responsibility of treating national health budgets as critical infrastructural investments rather than standard social obligations, noting that a resilient, self-sustaining healthcare system is the only true shield against external funding shocks.
Tedros Applauds the "Accra Reset"
The President's message was met with high praise from WHO Director-General Dr. Tedros Adhanom Ghebreyesus, who used his opening address to personally thank Mahama for his global health leadership over the past year.
Dr. Tedros highly commended the "Accra Reset" framework—an Africa-led initiative calling for a reimagined global health order that empowers nations to lead resilient and self-sustaining health responses.
The WHO chief noted that such self-reliance is more critical than ever, especially following his emergency declaration yesterday regarding the lethal Bundibugyo Ebola outbreak currently spreading across the DRC and Uganda.
