The cheers that greeted President John Dramani Mahama earlier today at the Nsawam Medium Security Prison reached a crescendo when he delivered a major policy announcement: the government will grant amnesty to 1,000 inmates on July 1, 2026, in celebration of Ghana's Republic Day.
The announcement was made during a spiritual fellowship organized by the Men’s Fellowship of the Assemblies of God Church, turning a day of worship into a historic moment for the Ghana Prisons Service.
The Road to Republic Day Mercy
President Mahama explained that the decision follows a comprehensive review by the Prisons Service Council and the Council of State.
Target Groups: While the final list is being vetted, the President indicated the amnesty will prioritize
Nursing mothers and prisoners who have shown exceptional reform and discipline.
Inmates with terminal illnesses.
Aged inmates (70 years and above).
First-time offenders who have served a significant portion of their sentences.
The Significance of July 1: By choosing Republic Day, the President noted he wanted to symbolize a "new birth" for the beneficiaries, aligning their personal freedom with the anniversary of Ghana becoming a sovereign republic.
Decongesting a System Under Pressure
As of April 2026, Ghana's prison population remains significantly above capacity. This new wave of amnesty follows a previous exercise in August 2025, where the President pardoned 998 prisoners.
