He Earned My Trust at the Grassroots: President Mahama Reflects on Julius Debrah’s Journey

During the milestone 60th birthday thanksgiving service at PIWC Trasacco today, Sunday, April 26, 2026, President John Dramani Mahama shared a personal reflection on his deep-seated trust in his Chief of Staff, Hon. Julius Debrah.

Addressing the congregation, the President revealed that while their bond is now like that of "biological brothers," it was Julius Debrah’s performance as the Minister for Local Government and Rural Development (2014–2015) that solidified his reputation as a "reliable and clinical" leader.

The Turning Point: Local Government Leadership

President Mahama recounted how he closely monitored Debrah’s work during his tenure in the Local Government ministry. He noted that the role was a "litmus test" for higher responsibility.

Champion of the Grassroots: The President praised Debrah’s philosophy that "governance is about satisfying the needs of the people at the local level." He recalled being impressed by Debrah’s ability to move beyond the office and engage directly with district assemblies and local authorities.

The National Sanitation Day: A key moment that earned the President's respect was Debrah’s energetic leadership in launching and sustaining the National Sanitation Day initiative. Mahama noted that Debrah’s ability to mobilize the entire country for a common cause showed he had the "organizational grit" required for the office of the Chief of Staff.

Problem-Solver Mentality: "I saw a man who didn't just bring me problems; he brought me solutions," the President remarked. He explained that Debrah’s success in managing the complexities of local government across all ten (then) regions proved he could handle the high-pressure environment of the Jubilee House.

From Regional Minister to Chief of Staff

The President traced the "steady and humble" rise of Julius Debrah through the ranks:

Eastern & Greater Accra Regional Minister: Where he proved his administrative competence in two of the most politically sensitive regions.

Local Government Minister: Where he proved his ability to drive national policy at the grassroots.

Chief of Staff (2015 & 2025): Where he has now twice served as the "clinical finisher" of the Mahama administration.

"Consistency is His Middle Name"

President Mahama concluded his tribute by stating that Julius Debrah’s 60 years have been marked by a rare consistency.

"When I needed someone to stabilize the presidency in 2015, I didn't look far because Julius had already earned that trust in the trenches of local government. Today, at 60, that trust has only deepened. He remains the most consistent 'Smooth Operator' I know."President John Dramani Mahama, April 26, 2026.
