On Monday, March 9, 2026, the Cyber Security Authority (CSA) and the Ghana Police Service confirmed the arrest of Rev. Dr. Ebenezer Conduah in connection with the production and distribution of child sexual abuse material.
The arrest follows a high-profile investigation into allegations of long-term abuse involving a minor and the subsequent uploading of explicit content to international websites.
Details of the Allegations and Investigation
The case was brought to public attention by Member of Parliament Hon. Samuel Nartey George, who has been a vocal advocate for the Cybersecurity Act (Act 1038):
Nature of the Abuse: The suspect is accused of sexually abusing a victim, now 17 years old, over a period of several years, beginning when the victim was a younger child.
Digital Crimes: Investigators allege that Conduah recorded these acts and posted the footage on international pornographic platforms, a direct violation of Ghana’s laws against the distribution of non-consensual and child-related explicit material.
Collaborative Arrest: The operation was a joint effort between the National Cyber Security Centre and the Domestic Violence and Victims’ Support Unit (DOVVSU) of the Ghana Police Service.
Court Proceedings: Rev. Dr. Conduah was arraigned this morning and has been remanded into police custody for three weeks to allow investigators to conduct forensic audits of his digital devices.
