Mahama Proposes Visa Waiver Deal During South Korea Mission | Discuss Ghana

During his high-level summit with President Lee Jae-myung on Wednesday, March 11, 2026, President John Dramani Mahama officially proposed the establishment of a visa waiver agreement between Ghana and the Republic of Korea.

The proposed deal would specifically cover holders of diplomatic and official passports, a move intended to streamline government-to-government cooperation and facilitate more frequent high-level exchanges between Seoul and Accra.


Strengthening "Passport Power"

This proposal aligns with a broader strategy by the Mahama administration and Foreign Minister Samuel Okudzeto Ablakwa to enhance the global value of the Ghanaian passport:

Global South Strategy: The administration has recently signed several visa waiver agreements with countries in the Global South as part of a push to "reclaim African identity" and provide easier mobility for officials and investors.

Diplomatic Efficiency: President Mahama noted that a waiver for official passport holders would "remove administrative bottlenecks" for the teams currently managing the $2 billion framework agreement and other joint technological projects.

Current Status: As of March 11, the waiver is a formal proposal currently under review by the South Korean Ministry of Foreign Affairs. If signed, it would join similar reciprocal arrangements South Korea has with countries like Indonesia and Qatar.




Outcomes of the March 11 Summit

While the visa waiver remains in the negotiation phase, the two leaders concluded their talks by witnessing the signing of three finalized agreements:

Climate Change Accord: A legal framework to collaborate on carbon reduction under the Paris Agreement.

Digital Innovation MOU: A pact focused on Artificial Intelligence (AI) and STEM education for Ghanaian youth.

Maritime Security MOU: A new partnership between the Korea Coast Guard and the Ghana Navy to combat piracy in the Gulf of Guinea.
