Afenyo-Markin Slams NADMO’s Baked Beans and Indomie Relief Strategy Amid GH₵350M Allocation Controversy | Discuss Ghana

The battle over fiscal transparency, state compassion, and structural disaster relief has blown wide open on the floor of Parliament. Launching an aggressive, high-vibe oversight offensive against the government’s emergency management apparatus, the Minority Leader, Hon. Alexander Afenyo-Markin, has fiercely ridiculed the National Disaster Management Organisation (NADMO) for distributing baked beans and instant noodles to distressed flood victims in Nima and Accra New Town.

The Minority Leader delivered the blistering critique during a parliamentary debate on Tuesday, July 7, 2026. Directly addressing the aftermath of the devastating June 29, 2026 flood disaster—which displaced over 38,000 citizens and claimed 12 lives across the country—Afenyo-Markin completely bypassed standard legislative pleasantries. He used the appearance of basic convenience store items in relief camps to question how the state is managing the GH₵350 Million Contingency Fund allocation recently approved for flood mitigation and humanitarian rescue.

The Anatomy of a Relief Grievance

Afenyo-Markin argued that there is a severe, uncompromised disconnect between the massive multimillion-cedi funds released by the Finance Ministry and the low-impact, carbohydrate-heavy grocery items landing in the hands of citizens who have lost their entire livelihoods:

The Baked Beans Paradox: The Effutu Member of Parliament expressed sheer disbelief at the tactical choices of NADMO officials on the ground. “We’ve been told that some funds have been released to NADMO. Only yesterday, we saw NADMO at Nima and Accra New Town sharing baked beans and Indomie when people have lost properties,” Afenyo-Markin stated, arguing that instant noodles do nothing to help citizens rebuild shattered living rooms or replace ruined documentation.

The Procurement Black Hole: Shifting from consumer criticism to strict financial scrutiny, the Minority Leader questioned the transparency of the supply chain loops used to secure the items. He openly challenged the state to reveal the procurement contracts and unit pricing behind the mass acquisition of processed foods:

"We don’t even know how they procured the baked beans. Under what emergency procurement framework were these noodles and canned goods sourced, and at what cost to the taxpayer? People are sleeping on wet floors because their mattresses, roofing sheets, and household assets were swept away by 169mm of rain.

They don’t need a temporary snack; they need structural cash transfers, building materials, and real commercial cushion for their collapsed small businesses. Handing out instant noodles is a profound insult to the dignity of the people of Nima and Accra New Town."
