Sam George Issues Warning to Headucator Under Reintroduced Anti-LGBTQ Bill | Discuss Ghana

The Member of Parliament for Ningo-Prampram, Samuel Nartey George, has intensified his campaign for the Human Sexual Rights and Family Values Bill, 2025, specifically naming social commentator Headucator as a potential target for prosecution.

Speaking on Thursday, April 23, 2026, Sam George asserted that if the bill is passed into law, individuals who publicly present themselves as members of the LGBTQ community or promote such lifestyles—including Headucator—could face significant prison time.

The Controversy: Sam George vs. Headucator

The Allegation: Sam George claims that Headucator (real name Nana Sei) has consistently used their platform to "present" as a member of the LGBTQ community and promote conduct that contradicts the "family values" the bill seeks to protect.

The Legislative Threat: Under the current version of the bill (reintroduced in March 2025), a "public show of romantic relations" or the promotion of LGBTQ activities carries a penalty of 6 to 10 years of imprisonment.

Headucator’s Public Persona: Headucator, known for their provocative social commentary and viral appearances (such as the SammyKay Media interview where they discussed cosmetic enhancements and their gender identity), has become a lightning rod for the anti-LGBTQ movement.

Status of the Bill (April 2026)

The bill has had a turbulent journey through the Ghanaian legislature:

Lapse and Reintroduction: The original bill passed by Parliament in February 2024 was never signed by then-President Akufo-Addo and lapsed with the dissolution of the previous Parliament. It was reintroduced in March 2025 as a private member's bill by Sam George and nine other MPs.

Mahama’s Stance: As of April 2026, President John Dramani Mahama has stated that while he supports the "principles" of the bill, he would prefer it to be introduced as a government bill rather than a private member's initiative.

Speaker’s "Action" Vow: On April 13, 2026, the Speaker of Parliament, Alban Bagbin, declared himself a "man of action" and signaled his intent to push the bill through to a final vote, dismissing rumors of further delays.

Potential Penalties under the 2025 Bill

If the bill becomes law, the following penalties would apply to cases like the one Sam George is highlighting:

OffenseProposed Penalty
Engaging in same-sex intercourseUp to 3 years imprisonment.
Promotion of LGBTQ activities6 to 10 years imprisonment.
Public show of same-sex romance6 months to 1 year imprisonment.
Cross-dressing in public6 months to 1 year imprisonment.

Human Rights Response

Civil society groups, including Rightify Ghana and the Big 18 coalition, have condemned Sam George’s latest comments. They argue that naming specific individuals like Headucator amounts to "state-sponsored harassment" and creates a dangerous environment for free expression in the digital space.
