On Tuesday, March 31, 2026, President John Dramani Mahama announced a major policy shift aimed at ending Ghana’s chronic rural staffing imbalances by decentralizing the recruitment and posting of teachers and health workers.
Speaking during a Presidential Dialogue with Civil Society Organizations, the President revealed that the government will no longer use a "one-size-fits-all" centralized system, but will instead empower District Assemblies to manage their own human resource needs.
Solving the "One-Teacher" Crisis
President Mahama highlighted the "unsustainable" reality where urban centers are overstaffed while some deprived communities rely on a single teacher for all six primary classes:
Direct Vacancy Ads: District Assemblies will now have the authority to officially declare and advertise specific vacancies.
Urban Restrictions: Major cities like Accra, Kumasi, and Takoradi will only be permitted to recruit when they have a confirmed, documented vacancy.
Mandatory Rural Service: Applicants will be required to apply directly to the districts where positions are available.
"If you want to work as a teacher, you must find a district where there are vacancies. If we continue like this, everybody will move to urban areas, and there will be no teachers in rural areas." — President Mahama.
New Recruitment Portal & Backlog Clearance
To facilitate this "National Reset" of the labor market, the President confirmed the following upcoming actions:
2021/2022 Backlog: A new recruitment portal will be opened shortly to clear the huge backlog of trained teachers and health workers who have remained unemployed since 2021 and 2022.
Structural Reform: Education Minister Haruna Iddrisu earlier noted that the Local Governance Act and Act 1049 are being reviewed to ensure MMDAs have the legal power to not only recruit but also sanction teachers without waiting for the GES Headquarters.
Financial Support: To fund these new responsibilities, the President is proposing an increase in the District Assemblies Common Fund (DACF) from 5% to 7.5%, with 1% specifically dedicated to decentralized education services.
