Mahama Launches Free Primary Health Care at Shai-Osudoku Hospital | Discuss Ghana

In a major advancement for Ghana’s healthcare sector, President John Dramani Mahama officially launched the flagship Free Primary Health Care (FPHC) Programme on Wednesday, April 15, 2026. The ceremony took place at the Shai-Osudoku Government Hospital in Dodowa, where the President conducted a comprehensive inspection of newly installed medical machinery and essential equipment intended to drive the initiative.

The programme, which is expected to cost approximately GH¢1.2 billion annually, aims to remove financial barriers for basic health services at the primary level. President Mahama emphasized that this policy is designed to complement, not replace, the National Health Insurance Scheme (NHIS). By focusing on preventive care and early detection, the FPHC will provide free screenings and basic treatments across 150 districts in its initial rollout phase.

The Current Standings (April 2026)

The healthcare landscape is entering a transformative phase with this new rollout:

Launch Site: Shai-Osudoku Government Hospital, Dodowa (April 15, 2026).

Initial Scope: 150 underserved districts identified for the first phase of implementation.

Infrastructure: Over 350 container-based service points to be deployed at markets and transport hubs.

Funding: GH¢1.2 billion annual commitment, supervised by the National Health Insurance Authority (NHIA).

Key Takeaways from the Launch

Preventive Focus: Unlike the NHIS which primarily treats illness, the FPHC focuses on yearly screenings for conditions like hypertension and diabetes to catch health issues before they become critical.

Bridging the Gap: The initiative specifically targets "pockets of underserved areas," particularly in rural communities where residents often struggle with the cost of basic consultations.

Community Workforce: The rollout includes the deployment of trained volunteers to conduct house-to-house health checks, supporting the existing community health workforce.
